If you're using wifi only you shouldn't be charged.
to turn mobile data (cellular data) off go to
settings/data usage/ turn mobile data off. This will keep it from trying to do any data related task unless you're on Wifi
to change clock
settings/data and time. Uncheck both automatic options which will then un grey the option for you to manually set it.
