How do I get rid of a contact in the actual phone part? This is somebody I don't want to bother with any more, but it won't let me remove it. There are those three dots in the upper right, but when I press them it doesn't do anything. Am I stuck with this contact forever?
 
If you are using a Google account then the contact is "synced" with that. Go to Contacts and click on the offending contact look for the Google symbol and maybe a link icon. Contact applications are OEM and carrier specific so yours may be different.
 
Are you trying to delete this contact through a texting app or some VOIP app?
If you are using the Contacts app you should be able to just long press on the contact itself and when the contextual menu pops up just select 'Delete'.
