Help Google accounts are in perpetual sync, many apps not working.

HTC One M7, Sense/Lollipop, not rooted. Yesterday I notice my Chrome Tabs from my phone weren't syncing to my computer. I tried to turn on syncing from chrome on my phone, but it has been stuck on "setup is on progress". Now my gmail app will not open, and I have no notifications of any new mail. Youtube/Maps/Hangouts will not open. Drive opens, but various files will not open. Other non - google apps are not working as well. It's 2 of my google accounts that are syncing, random things that don't need syncing. I've tried:

• Turning off data
• Rebooting
• Turning off sync ( I still get the sync symbol in the notification bar even with sync off)

I can't remove the accounts, Google Settings will not open. Thanks in advance!

Ouch I feel like I maybe suggest this too much but unless someone can suggest something better. I'd do a factory reset from recovery mode (will wipe EVERYTHING)

I'd really not like doing that(I'm planing on getting the M9 in a month ,it would be a pain if I couldn't get another month out of this phone), any other suggestions?
