Google+ Android App Question

On the google+ android app home screen, there is an icon to the left off the "Bell". Does anyone know what this means/does? When I signed into google plus this morning, there was a number in red next to it. How does it differ from the "Bell" Icon"?

The people icon?

I believe it will notify you only when people added you to circles

I've also recently been getting notified there when Google really thinks that I should add someone to my circles. Rather annoying, and I wish that could be turned off.
