Root Google apps are missing

Hello every one, I have Samsung Galaxy S GT-I9003 phone. I have problem with installing gapps after installing Jelly Bean on it. I tried flashing the gapps zip file from my sd card & I also try to unzip it and install it from the terminal command but both ways did worked for me. Please let me know if there is any advise how to fix the issue.

Flash another version or latest version of gapps (look in xda website)
