Google cast problem

The devices must be on the same network and must be transmitting on the same (2.4 GHz) frequency.
If you have a dual-band router, you must disable AP isolation.
 
I'm guessing that your Tata Photon dongle is the weak point here. But you need to confirm your home network is all set up properly. Try installing this network scanning app, Fing, on your Xperia phone:

Do a scan so it does a quick audit of your home LAN to make sure all your devices and things are on the connected properly, focusing mostly on your Bravia TV and Xperia phone.
If you're using that Tata Photon dongle as your online access source and it's also your only WiFi access point, taking into consideration it can only support up to five devices I'm assuming its routing functionality, if any, is really limited. If your phone and your TV are both getting online access but you have no local network where both your TV and phone can connect to each other, you won't be able to cast anything.
