Sure: make him/her wear a rotating orange emergency light on his/her head with a screaming siren.
Or you could sow a GPS beacon in his/her underwear. Of course if he/she strips you wouldn't know where he/she is. So maybe you had better implant that beacon surgically.
Or he/she could borrow a friend's phone or use a pay phone to report back to HQ...

Of course all these solutions require the teenagers' full cooperation. And something tells me he/she doesn't like that at all, and you plan to track him/her no matter what anyway if you can. Even surreptitiously.

Maybe you can set up Tasker to activate GPS and 'Send My Location' upon receipt of a certain sms or email, and switch it off again a few seconds later. But the teenager would be able to see on his/her phone what had happened, of course. So if he/she doesn't like it, that will have been the first and last time that worked.

ya he that is about right i just want to make sure he is where he says he is at and that he is safe also any other ideas even if i have to download something on his fone that is fine too but it is not android or blackberry

It is part of growing up, cdaff! He needs to learn how to handle freedom and responsibility, and you need to learn to let go and allow him his freedom, and responsibility.
He will never learn unless you allow him to make mistakes.
From here on in your role is that of provider, care-giver, and advisor. Your role as protector is coming to an end. You can't protect him anymore. He'll have to (learn to) do that himself.

When I was 14 my dad said to me in all earnest: "Look, son, I'll give you a decent life and pay your way all through school and college, but listen good: I don't pay for your fines or unplanned children! For those you're on your own."
That put the bejesus in me.
And sofar it worked... :D

thats fine i will just have to trust him and if he messes up then maybe he will learn from that mistake but i like the last reply that is about what i was told also when i was growing up

Copleo - this is exactly what I'm trying to do. In cases when I'm driving but still want the girlfriend to know where I am so she knows how soon I might arrive, I want her to be able to text me and automatically get my location, BUT I want the GPS status returned to whatever it was when the profile was activated. I don't want my GPS left on all day and draining my battery or if I had GPS on for navigation, I don't want this profile to shut if off. How would you code this? I've tried it and can't quite get it to return the GPS status or can't get it to turn GPS on in the first place.

From what I read you might be able to set that up with Tasker. It could execute a script upon receipt of a certain sms from your girlfriend, send her your location (from e.g. the app 'SendPosition'; in the market), return everything to prior settings, and wouldn't need you to pay attention to the process at all.

Of course she would be able to do that anytime. And so you would effectively be under her permanent surveillance! Imo you must be head-over-heels to allow that! At the very least I would insist she set up her phone exactly the same, so that I could check her whereabouts too whenever the mood takes me.
