Google Maps running in background

I updated to jelly bean and i've been clearing/uninstalling/freezing apps to increase my battery life. I noticed that in the application manager>running apps google maps is always running in the background I clicked stop but it starts back up immediately again. I don't want to freeze it cause I use it every now and then
 
Are you sure that some of those Maps in Running Applications are not related to Google Local and location in the stock browser. See, here.

If you have location based weather widgets, or any other location based app's, these will show as Maps. I currently have 2 Running and 2 cached.
 
It is most probably location reporting service started by "Maps".

You may try signing out of Latitude, and Disable "location sharing from this device".
