I have a galaxy note 8 tablet, can I use google maps without WIFI?

It needs a data connection of some sort to download a map in the first place.

There is some ability to save maps for offline use, but it's far from the best app for that (I have OSMand and Maps with Me for that). How you do it depends on which version you have - it was pretty easy with Maps 6, in Maps 7 you either need to search for a location before you can save the resulting map, or display the area you want to save and then type "OK maps" into the search box before you can save (yes, stupid to hide this feature, but that's what Google have done!).

Once you have a map saved you can use it offline, but they tend to expire and disappear after a few weeks.

There's also a quite good free app called OruxMaps that allows you to create and save maps for offline use. I've used it for years and it is very, very good. Of course you need a data connection to create your maps, but then they stay on your device until you decide to delete them yourself.

good luck
