Help Google News keeps reactivating itself

Since I don't use Google News I want to disable it but the app doesn't want to stay disabled. This started happening after I cleared the cacahe and data of Google Play and Google Play Services to get rid of the download pending bug. I tried pretty much every trick I could find on the internet but it doesn't work. Luckily I'm not the only one with this problem but no one knows the solution so I'm posting this on every Android forum in hopes of finding a solution.

Device: Nokia 8.1
OS: Android 9 with July 2019 security patch.
 
It must be pre-installed if you can disable it, though it isn't a pre-installed app on my Pixel, neither on android 9 or 10. Unfortunately that means I've no experience of the problem, because when I decided it wasn't worth having I just uninstalled it.
 
i don't have google news installed on my phone. what phone do you have? was this a preinstalled app?

I can't remember this being a pre-installed app either but I can't uninstall it nor does it stay disabled. This all started happening after I cleared the cache and data of both Google Play and Google Play Services in order to fix the download pending bug. I have a Nokia 8.1 btw.
 
Check it's not set as a device administrator, though I can't think of any reason it should have that ability.
If it is, unset it and then try to get rid of it.
 
Google News is tied to the 'Google' app itself, not the Play Store app nor the Play Store Services app. If you open up the Google app in the bottom menubar there's a Settings menu that you might find useful in tweaking the News results. Or it might be easier to use the web interface, use a browser and go to:
https://news.google.com
and in the left side panel open up the Settings option.
Don't expect miracles though, since Google is linking so many of its services in the background it's trivially easy to inadvertently trigger News back into action.
 
Ah, well I don't have that problem: I disable the "Google" app ;)

(Yes, that means I don't use Assistant, which I'm sure Google view as heresy. In fact getting rid of prompts to turn the wretched thing on was one of the reasons I disabled the Google app).
