Google Photos App Wont' Sync

Sorry as I know this question may be pretty basic and may be lacking in any great detail.

I have a Samsung Note 4 and I have been using it for over a year but as of 1/1/16 it seems that the pictures on my phone are not syncing with Google Photos either through the Photos App or through my Gallery. I have tried to adjust the settings but it just keeps flashing in a Grey Oval "Backin up 1 of 596" and am not sure what/how to change it.

Any thoughts, helps, links would be greatly appreciated....Thanks!!

Sounds like Photos is stuck syncing. Might want to clear cache and force close the Photos app and reboot phone.

I tried that and am still getting the same message. Should I try to clear the entire phone's cache? I tried just the app's cache.

i used the 'restart' function when i hold down the power button

double check your sync settings for Google and the Photos app

two separate settings? what should they say? i believe its set to sync....
