Google photos syncing-uploading files already uploaded?

I recently had to reinstall android on the phone.
When I signed in again to google photos, all the pictures are being sent to my same account again.

So what's the problem?

A waste of time and bandwidth.
It put the small rotating symbol on all pictures, but maybe it was just verifying each one's size, verifying the syncing as it seemed to take not to long compared to the first time I set this up when it did send the pics to Google Photos.
