dont think so, you could sideload apps, and manually sideload updates.. but theres no point..

if you are getting an android phone, there is basically no way around Google. You have two options: iPhone of Windows phone.

Sure, a Google account is not required to use the phone. Simply skip the sign in

You can side load a different market like the amazon appstore for apps.
