Any manufacturer can put android on a device....but google's apps are not open source so they cannot install apps like google play without a license. You have to locate and install the right version of the google apps for your device based on the OS version. I believe you would have to Root your device and install the Google Play Store yourself. I can't say how easy/hard that would be for your device. There is a thread on the XDA Developer forums which claims to be able to Root and install the Play store, but you proceed at your own risk.

You can try to install the Amazon app store and at least get some of your apps that way. Any other apps would need to be sideloaded onto the tablet.
