Google Play Console shows 403 error page

Error 403 on websites is "Forbidden". Meaning your browser has been denied access for some reason, like your IP address has been banned is possibly one reason. Maybe Google is currently having problems, how long has it been happening?
 
The issue has just been occurring in the last hour. However, it's been so long since I recall last using the console I can't actually remember _ever_ getting access to it.

The 403 error is also occurring on a completely different cell network, so I am assuming this is either an issue with the service or with my account.
 
I was able to access the web page by clicking the link posted above. You might want to contact Google directly to find out if you are blocked in some way.
 
I just tried it via my VPN and it logged me into the Google Play Console, and saw

"This is the Google account that will be associated with your Developer Console.

If you would like to use a different account, you can choose from the following options below. If you are an organisation, consider registering a new Google account rather than using a personal account."

Of course I'm not a dev, so couldn't proceed any further.

Can you log into other Google services OK, like Gmail or Youtube?
