Are you telling me that you don't know what the highly-descriptive Google Play "-24" error code means?
I've run into that error a few times in the past. I have never figured out what actually causes it, but the easiest (and most fool-proof) way I know to resolve it is to remove and re-add your Google account to the phone.
You can do that under Settings > Accounts > (you)@gmail.com. Tap the Menu button and select Remove (I think? Bear with me - I don't have my phone in front of me). I'd then suggest a reboot (just to be sure) before heading back to Settings > Accounts and adding your Google account back in. You should then be able to go into the Play Store app to download the game.
