You would have needed to install an app on the phone first, before it was stolen/lost. Next you would use the website that app indicates for tracking your device. Alternative to a tracking app, you could have a second Google account and share your location from your device with the second account on Latitude. Again, that would have to be done BEFORE the phone is stolen or lost.
You can push apps from play.google.com but any configuration would still have to be done on the device.
