hey guys...am a total android noob...i recently bought a samsung galaxy y....i registered my phone with a google account from the phone...however my GPRS isnt fast enuff to download an app in one lifetime....when i access google play from my laptop it says that i dont have any device on the account...is there any way of downloading the app to comp and transfering it to the pc with a packet data connction??

You should be able to log into Google play using the google account you use for your phone. You cannot download to a PC from the Google Play store. What happens is when using a PC, you click the install button and the app starts downloading on your phone. If GPRS isn't fast enough I recommend finding a WiFi connection. If you do not have one in your home there are lots of free WiFi places around.
