Google Play phone scam

How opt out of what seems to be a GooglePlay phone scam? An icon, green plus sign inside a black square, frequently appears in notification line advertising various apps.

It's not google play doing this.
It is probably an app you recently installed that has what is called airpush, that is probably what is spamming your notification bar
Try to run this app.

See what that tells you.
Whatever app it shows you that can airpush you, uninstall it, don't opt out, that just gives the network even more info about you...
You should not have to give up your device serial number, phone number...etc.,etc... to opt out, simply uninstall it.
