GOOGLE PLAY : Redesigned Version 4.4.21 Rolling Out Now

The new Google Play version 4.4.21 is available and is being pushed to some devices. Its also available online for those who cant wait

My Trusty Android got its update on 10/25! Its funny because I noticed a strange "second" Wi-Fi type icon with two tiny white arrows pointing inward at the bottom of the icon and didn't know what it was.

  • The new version has slide menus (appears to pull graphics from your Google+ profile header)

  • Viewing "ALL" Installed Apps Screen: Now displays only the apps installed under the Google Account used at App Installation (for those using multi Google Accounts)

  • Limited to Writing Reviews Only with the Account used at app installation

  • The device "Home" icon/button is now for Setting and Help only.

Posting Multiple Reviews On An App
If you post multiple rates on an installed app using each of your google accounts, you wont have that option anymore. Viewing your installed apps in Google Play while logged in with your Google Account "a" for example, will have the "Write A Review" option available only for apps installed under Account "A". When you view an app that was installed under your Google Account "b", you'll notice there is no longer an option to rate the app. It makes sense

The new version doesn't give you permissions and won't let you buy an app and download to device. That stinks. I'm not buying apps from the phone. You can't log out of the stupid Play store there unless you jump through hoops.

I'm confused. The OP refers to the Android app, which does list required permissions on the installation confirmation screen.

However, as you state that you don't use the app I'm assuming you're talking about the web-based Play Store. Here again, permissions can be viewed from the installation confirmation screen, and downloading to devices is definitely still allowed; I installed two from the website myself last night.
