Google play says app installed but not???

I bought an app and it installed. I then uninstalled the app from my phone. when I go back to the Google Play page for the app I bought it says its Installed still. Why? Now I'm using Firefox on my phone so its the web based version of Google Play. But that doesn't matter. Why does it say its installed when its not? If I use the Google Play app it says I purchased it and the button INSTALL is there for me to install it.

Why is this happening? Why does Google Play (web) say its installed?

If you click on the "Installed" button on the page, it should give you a list of Android device registered to your Google account, and give you the option to install it again on the device of your choice.

Ya, I do that and it very briefly flashes a sign-in dialog, then jumps to this error page. every see this? I cleared Firefox's cache too. Same thing.
