Google Play Store: getting a replacement phone

If I get a replacement phone and sign onto Google, it is said that all my Apps will be downloaded to the new phone. Correct ?

What if I get a second and third phone simultaneously ? Will all the Apps also go to those phones ? Could a person have ten phones and all the same Apps they just paid for once ?

Sure, if all ten phones support the same apps. Apps are licensed on a per account basis, not per installation.

There is no limit to the number of devices allowed by default, although developers can set their own restrictions if desired (and if they provide the servers to monitor such restrictions). Also Google Play Music only allows a max of ten devices per account, and I believe Gmail only allows eight individual connections.

Excellent response. Thank you.
