You must do what you did to Play Store again, and then also do the same to Play Services as well.
You {according to the description} did not 'manage data' for Play Services.
It would probably be best to do this in airplane mode as well.
Once you clear everything from both, turn airplane mode off, and open Google Play Store.
You may/may not need to sign in and whatnot.
As soon as you are in, immediately go to Settings, and turn autoupdate off.
Then back out of that area, and while still inside settings scroll down to the bottom area and find About Play Store or Pay Store Version {I have not used it for so long I can't remember what exactly it is under} and tap it.
A toast message that says something to the effect of 'A new version of Play Store will be downloaded' or 'Play Store version is up to date' will appear.
It may or may not take effect immediately, or in a few minutes.
It may even wait until 2:30 AM, which is one reason why I quit dealing with it, lol.
Anyway, Play Store shoul update at some point, and because it is the way it is, Play Services will do whatever it does and the two should work again after awhile.
If not, try again.
And don't forget that there are other appstores available out there.
