Google play store not installing apps

[ScarHead06]

What would cause Play Store to not install an app?? I've got the google play services in the "all apps" area but not an app symbol in my app menu. Would that be a good reason why its not installing? Only thing i can think of that would cause it.

try clearing it`s data from application manager

Did all that. Cleared data and cache from download manager and google play. That USUALLY worked, but not this time. Turned on all location possibilities. I just restored a backup, so should be good to go without it working. Now just need to get the tether working. One of the tether apps I downloaded (not from GP) killed my root when I tried using it. But any one I DID get from GP would start with errors and not let me see the log either. VERY FRUSTRATING!!
