I have it set up so if anyone tried to purchase a game on play store then it will ask for my pin and or fingerprint. But when I test it and purchase a game it doesnt prompt me for a pin or fingerprint. And I'm able to download the game

First of all, please have fingerprint security enabled.

Step 1: Head to the Google Play store, open the slide-out menu and head to Settings.
Step 2: Scroll down to Fingerprint authentication and tap the check box next to it.
Step 3: Enter your password when prompted.

In addition, make sure that you have choosed the option 'For all purchases through Google Play on this device' in the 'Require authentication for purchases' pop-up window.
