Other than installing a launcher, is there another way to move the Google search bar to the top, or remove it completely from the Pixel 4.

Nope. You'll have to use a launcher other than the default Pixel Launcher if you want to customize the Google Search bar in any way.

I've lately been using Lawnchair:
https://play.google.com/store/apps/details?id=ch.deletescape.lawnchair.plah

It's pretty much what Pixel Launcher would be if Google gave us any customization options.
