What are the differences and pros/cons of the two? Are they really free? do they use your plan minutes at all?

The differences are as follows:

GVoice assigns you a real phone number that anyone can call and it will ring on any number of phones that you setup. It also has voicemail, texting (just SMS, no MMS yet), and you can manage everything from any web browser. The list of features in GVoice is large (to say the least).

Viber is more along the lines of a minimal VoIP service. You can only call or text other Viber users.

As for plan minutes, Both GVoice and Viber make phone calls using your handset via IP. So, no minutes used.

HTH.

Coderaz is basically right except GV does use your minutes like any other call. To make VOIP calls with GV that does not use minutes use GV along with GrooveIP.

So I can't make a free call using Viber to any mobile phone? I am looking to make 3G calls from my Virgin Mobile handset (motorola triumph) and would like to do so for free. I would like to call to any standard mobile phone number. Does groove offer free calls with decent quality?

Groove offers better call quality over wifi. If you are looking for calls using Google Voice over 3g/4g then take a look at Talkatone. Keep in mind though that VOIP uses quite a bit of data so if you don't have an unlimited data plan it may cause you some trouble.
