Someone correct me if I'm wrong...
I haven't seen anything said by Google, but it should work since it's going to be unlocked. I don't think the carriers can block unlocked devices from using Wallet. The Nexus 4 Wallet works on T-Mobile and AT&T...
The Xperia ZL isn't supported by Google Wallet. That was the device being incompatible, nothing to do with the carrier. Google has a list of all devices that support Wallet.well you would think so but when i purchased the Sony xperia ZL unlocked from sony and put in my att sim and tried to use google wallet it said it was not supported..but id figure since the s4 is coming straight from google itself im hoping it will work.

The S4 is compatible with Google Wallet and it's going to be unlocked running vanilla android. I'm assuming it should work.

I have a Galaxy Nexus unlocked on ATT and it will not use Google Wallet because of the carrier. So I would not hold your breath that it will work.
I have an S4 on AT&T running the Google Edition 4.2.2 ROM. It was made from a system dump of the Google Edition (same OS as it.) Google Wallet will install but will not run because AT&T blocks it. If you take the AT&T SIM card out and replace it with a T-Mobile one, it'll then work. No phone or ROM with make it run "normally" since its carrier blocked
