Yeah, there should be a standard. So even the lowest denominator is better than most of the competition and be able to enjoy all the apps a developer wants to create; but those with the high-end devices enjoy an even smoother operation and extra features.
 
It's a matter of putting out new OS versions at such a quick pace that's the big problem. Not sure about downward's compatibility either.

Yeah, I agree. Google and their partners need to find a way to synchronize the release of new OS updates otherwise the devices will always be somewhat fractured.

I'm not sure that sort of coordination is possible given how many manufacturers are using Android. You're never going to get that many companies to agree on the date for a new release. Heck, just getting HTC and Moto to agree would probably take divine intervention.
