Google's bean counting

Not always, I did a factory reset on my generic allwinner tablet, and it now shoes on google play as 2 devices. the original one with the apps I installed on it (Plus pre-installed stuff) and the second one with the (different) apps I've installed on it since the factory reset.
 
So, this means that they are not counting some devices, and this is to make up for the people who don't actually have JellyBean? If only all devices were compatible with the newest version of Android all the time will things be flawless.
 
So basically they are getting rid of the cheap non-Google play devices from being counted.
