I'm looking for a gps voice guided navigation app for android that will notify for road lights and that supports Cyprus country if you know and navigates to all house numbers if possible.

I mean 'Stop and wait' of walkers passing (red) and 'continue and go' (green and yellow) driving light indication machines. I don't know how to express those in english.

Traffic lights or crosswalk lights (if there's no cross street, just a place for walkers [we say "pedestrians"] to cross the street) in English. A GPS program could have them as far as location (although I've never seen one that did), but it can't tell you whether the one you're coming to is red or green - the lights don't send out that information. (Unless Cyprus is different.)
As far as Waze, that's crowd-sourced. That means that the information you see is information posted by other Waze users. So you might see a street closing for a fire, or very heavy traffic where there shouldn't be, but posting "the light is green", then someone posting "the light is yellow" two minutes later wouldn't work.

They are called, "traffic lights." What type of notifications are you looking for? Do you just want to know where the traffic lights are?

I don't know of any mapping apps that would have such a feature. Some apps will warn you of traffic cameras. These are cameras that take a picture of your car if you happen to speed (drive too fast) or if you happen go through an intersection if the light turns red. We have red light cameras where I live and I know many places have speed cameras.
