Root GPS no locks 0 satellites no matter what

Hi guys,

So I am running stock AT&T lollipop 7.23.502.1 updated through HTC's RUU. I was rooted, unlocked bootloader, and running stock 5.12.502.2 before.

So, I tried rooting, installing custom roms, reverting back to stock again through RUU, replacing gps.conf files, even changing my radio, all to no avail. I get 0/19-21 satellites on gps status and toolbox after resetting and downloading agps data. I know the gps worked on my phone before (although the signal was not too strong) but now it is refusing to work at all. It keeps blinking. I don't think it is a hardware issue,but not sure. If anyone had similar issues or has a solution, I would greatly appreciate it, thank you so much!

I live in the northeast US by the way if that matters.
 
HTC One m7 (AT&T). But the gps worked fine on kitkat, could it be the RUU or something else? Maybe corrupted gps files, but not too knowledgeable on gps issues. It is also S-ON
