GPS question - Does voice guidance need data plan?

I am using OSMAND. It shows the road and where I am offline. Map on sd. But it doesn't do voice guidance. It is my understanding that all offline gps need data connection to give voice prompt. Correct? Thanks.
 
For Google maps yes. For offline maps not so sure. I will have to try it tonight, in airplane mode, and see if I can still get turn by turn voice commands.
 
CoPilot, Sygic & Route66 do not need / use data for voice guidance. They only need the GPS active which does not use data. These are paid apps. I recently tried these 3 & found they all had pros & cons. But I did feel that Route66 had the best/clearest voices on my HTC DHD. But it is the most expensive unless you opt for world maps with the other apps. I purchased CoPilot on sale. I liked it's driving display & maps more than Sygic, also was on sale. Sygic offers a couple more features for the same price as CoPilot. Both apps have quite frequent sales so no real need to pay full price.
