GPS receiver or tablet pc gps?

I am thinking of buying my first tablet pc and cannot find an explicit reference to a built-in gps receiver.

I and my wife are planning on traveling overseas a lot and would like to be able to find our way around using gps if at all possible.

Is this possible using a tablet pc or would we need a dedicated gps device?
 
1) Even if you use a dedicated gps device, e.g., Garmin, you will need to get a specific map pack for your overseas location. So, if you buy a Garmin in the US you don't automatically get the maps for Europe, or even Canada (depending on the model I think)

2) You can use a tablet like the Tab 4 but you still need to have some sort of data service (that will work overseas) to use it actively. Some apps allow you to download maps to use when you are offline. Maybe Google Maps offers that feature now but I don't know.

Do you want the gps mainly for driving or just street navigating, e.g., sightseeing?
Hopefully others can chime in and shed more light.
