Yes, depending on which Android version it is running. This is a standard Android setting, on Ice Cream Sandwich or Jelly bean it is in:
settings -> personal -> location access -> check all the buttons there that apply.
Furthermore, there is a free app called GPS Status that is wonderful for double checking and locking your location for other apps to access.

There should also be an option in the previous mentioned menu settings to change your GPS source. If only using the phone, it should be set to "Use Internal Source". This most times is not automatically chosen and has to be done by the user.
