GSM Developer Edition restrictions

With the upcoming sale on the Moto X, I'm pretty much decided that it will replace my Galaxy Nexus on my AT&T Go Phone plan, but there is one main concern that might be a deal killer for me. I use my Galaxy Nexus for bluetooth tethering (with my Nexus 7) any time I'm out of the house. I know that carrier's (or carrier-branded phones) impose restrictions on this sort of thing (one of the reasons I left Verizon), but I'm not clear on how "free" the GSM Developer Edition is on such features. I'd hate to get the phone and find out that some basic functionality is missing.

Does the GSM Developer Edition allow use of all the stock Android features, like bluetooth or WiFi tethering, that carriers might otherwise restrict or charge extra for?

I'm not sure about ATT, but TMO blocks it at the DNS/Network level, so you can check the little box but all web requests are redirected to my.t-mobile.com asking for more $$. This is one of the things I actually dislike about T-mo.

I think VZW had some restriction placed against it so that they had to allow it on the C-Block of LTE. So they block the checkbox, but you can use an app like Foxfi or similar.

Personally, when I was on VZW I paid for a business plan that included 10GB+ tethering for $110/month incl. taxes and fees.

On Tmo I have a 5GB plan for $30 and pay another $15 for tethering. Total cost is about $45-50/month.

I very rarely use over 2GB with tethering and some music streaming and Google video hangouts.

The Bluetooth tethering is currently working for me on my Galaxy Nexus on AT&T, so as long are there are no restrictions on the device itself I should be okay.
