Help Gsm lock

Hi all i currently own a htc vivid or known as velocity in Australia I am with telstra,

And Currently wondering if a root would unlock it so i could use a phone i got from telstra on an optus sim, or would i have to install a whole new rom.
and which root would you recommend.

Rooting is the same thing as getting admin access on your PC.

Sim unlocking is a separate matter.

I can't help on the sim part, I'm using different tech (CDMA), but hopefully, this will point you in the right direction.

but if its getting Admin features shouldnt that allow to "unlock" the phone to all networks.
 
I did a sim unlock on my phone (Rogers in Canada), so that I can put an AT&T sim in when I travel to the US. Forget what site I used, but a google search should pull up a few. Usually costs about $10 for the code
