Help Half a Ring

My N4 will have half a ring and then will go to voice mail... What gives....I deleted my Rocket dialer.. still does it..

Thx Spagman...I do have a call blocker...I checked it and it somehow went to "Block all"...Definitely a brain fart....Seems the more apps one has the more crap that can happen...Thx again... .
