I've tried out Handcent twice and both times it stops my Txts from coming to my phone until I restart the phone. Anyone have any solutions?

Never heard of this. Very weird.
But even with handcent installed, your stock texting app should still be receiving the text.
What exactly do you mean by "stops texts"?

Text msgs doesn't show up on my phone until I restart my phone. Then I'm bombarded by a ton of msgs. I turn the alerts off for the stock app bc I rather not have 2 apps tell me the same thing.

It sounds like maybe u are in an area with bad reception. But you are saying that this wouldn't happen with the stock app?
Try opening the stock app when you think you're not receiving texts. Even if u turned off the notofications, the messages should still b there.

The stock works perfect, I tried using the notification on the stock with the Handcent with no luck. The Handcent App blocks the msgs somehow
