hardeware or sofware issue ????

[Android Question]

i have a 2 week old htc one that sometimes when i use it i see some white horizontal lines that appear for like a split second, i see lag on it more than i expected, some of my live wallpapers don't respond at all they just stay there such as weather,none of this happens on my dad's htc one i contacted sprint customer service and they said that i have to master reset it and i did but i don't seem to find a diffrence. is there a problem with it ? or is it something to ignore ? LiKe A sOmBoDeYyY wHaT dO i DoOoO ????????/
