I've never seen this myself, but then I've never used any third-party call recorders. I assume that's where this notification is from, some third-party call recorder app that you've installed.

Correct. It's a notification from your call recorder app, and the developer thought it was cool to show that response.

That notification is actually normal for some apps. For apps that need to run in the background while you do other things, this is a way to prevent android from killing the app.
This is pretty common amongst some vpn and non root ad blocker apps.
Some of these apps will let you go into their settings and switch off this notification. Or in android 7+ you can long press it and silence it.

They just normally explain this in their settings rather than putting it in the notification itself. That is a new one to me.
