I broke my old phone and had a new one sent me and its a 2.3. Is there a perm root? Is there a temp root? Can you provide a link please?

You need to do the hboot downgrade first, then follow the old 2.2 rooting method for permanent root.

Has anyone tried this? I'm not finding much information about this method...
Your not finding much info because the creator was kicked from XDA and his thread was deleted by mods.
Take a look at this batch by Indirect Best batch script to root the evo shift - xda-developers I belive it will temp root and downgrade your hboot.. All you'll have to do is RUU and root using the Froyo method.
