If the photos are on internal storage you have to root the phone and the apps aren't free. (And rooting the phone and installing the app can overwrite some of the photos you're trying to recover,)
If it's on the SD card, mount the card on your computer (use an adapter, an SD card reader, whatever you need). Then run PhotoRec - CGSecurity (you burn it to a CD and run the computer from the CD). If the picture (or other file) is on the SD card, PhotoRec will find it, along with every other deleted file on the SD card.
