Root Having problems rooting replacement phone..

So, I got a replacement phone. I had already rooted my original phone but it became defective.

I did every step as told until the last step right after the HTC DEV where I have to type in 3 simple commands after my phone reboots. So, after the HTC DEV, my phone now says it's unlocked. I typed in the 3rd command and it reboots my phone into the TWRP 1.1.1 recovery screen. Since this time I just wanted to root my phone and not install a new ROM, I selected reboot my phone. After that, I downloaded root checker and it says my phone is not rooted.

I really can't see the mistake I have made unless I'm required to download the VM Shooter ROM to finish the rooting process.

Can someone please help me?

that is excactly it. The Vm shooter roots the phone. it has superuser built in. Flash VM shhoter or any other ROM that has root.. you should be all set

And what about S-OFF? Don't I need the original ROM to go S-OFF? Or can I just use the VM Shooter first and then flash other ROMs that require or recommend S-OFF?

VM Shooter is the stock rom (just rooted). What you do in HTC dev is only unlocking the phone to allow a custom rom to be loaded. Once you flash the VM Shooter rooted rom, you can then go through the S-off process on that.

Htcdev just partially unlocks the bootloader, you still need to install the superuser binary and the easiest way to get that is to install the shooter rom. Btw it's named that because shooter is HTC's internal code name for this phone.
