Will the HDMI cable port charge this device?
My USB port broke and I cant get my tablet to charge.If not is there any way to get power to this tablet

long enough to get my files backed up.

The tablet is designed to charge only from the USB port. If it really is the port, and not the cable or power supply that failed you have 2 choices that I know of. Either repair the USB port or install a wireless charging mod. (It would be possible to just solder a USB cable into the tablet to solve the problem, but that is kinda clumsy.)

A word of warning: If you don't already know how to solder, this project would be a REALLY POOR place to learn. You would probably destroy the PC board in the process.
