On my moto x pure I can't seem to find a setting to have notifications pop up in a card like form like anywhere in the phone.

Did you try under Display/Screen Notifications?

That doesn't do what I mean, I mean like when you're using a phone and a card appears for your notification, I noticed it worked with some apps, but not all.
