Just a thought. Have you installed a new program that may have upset your system? If so, a factory data reset may work. Firstly, I'd try to delete the last program you may have installed. Let us know in the other place you posted! Welcome!

Hello and welcome to Android Forums. I hope that you can solve your lack of notification problem.
Steven58 has sound advice. Most often it is a new app or upgrade that didn't settle in well that creates a new problem.
