HELLLPPPP start up Error message

I sold my UNLOCKED Galaxy Round to a gentleman in Germany, it took quite a while to be delivered. Upon delivery he saw that the package was opened and he tried to use the device when turned on he received the following message.

If you never registered an account with Samsung, contact them and ask if there's anything they can do. Also, ask the gentleman you sold the phone to, to register a complaint with the carrier, since what was delivered to him isn't what you shipped. (It appears as if one of their employees opened the package and played with the phone, but I'm not making any accusations, it just appears to be like that. And while flying animals with white feathers, flat beaks and webbed feet might not be ducks, geese or swans, it would appear that they might be.)
