Help [HELP] An App Or A Setting That Locks The Wallpaper Background? (Different Problem)

Hello, I'm looking for a specific app or a setting that basically when I press it,
it locks the wallpaper background so that it wouldn't move any icons, or press any icons at all and it goes with your bottom main 5 icons and your whole background icons..

Basically it just locks them it would not be able to be moved or have anything added.. A wallpaper background lock standby

Is there an app or setting that does that?

You need to install the 3 tools, and make yourself a backup.

i cant quite understand what it is you want. it seems your talking about 3 different aspects of the ROM, the background, the app icons and widgets, and the bottom dock bar...

it sounds like you want to lock all 3 aspects, is that correct? or just somthing that lock the "wallpaper background"?

i don't know of any app personally that would lock all of them, but it would sound like you possibly have kids that love to mess with you phone and rearrange every thing. i have two kids that do that and i use and app called Kids Place - Parental Control

if thats not your issue do you mind explaining a little more?
