GLC is right: unless your son will use it for Skype or other telecommunications apps, then it's not going to work. Calling phone numbers is entirely dependent on cell connectivity... which is a function of the SIM card.

You can certainly USE it for apps over WiFi, but calls will definitely out of the question.

If your question is "Will a gophone work, as a phone, without activation or a SIM?" then the short answer is no. I hope I got it that time

It will work as a WiFi device. It will just be a tiny tablet lol

Activation is only needed if you would plan to use data and or make calls through att (which you are not).

I would say yes. I have several phone that I keep as WiFi only devices, no sim and not activated on a network. I can't think of a reason a GOPHONE would be any different. I enable Airplane mode then turn on WiFi and skip over the network activation.

It is CDMA not GSM, but if you are not going to use it for its intended purpose, who cares?

It could be used as a phone for WiFi calling using Hangouts, the Hangouts Dialer and a Google Voice number.

Yes you can use the phone over wifi only without activating it. The phones network data communication won't work, but the phones internal modem function will be fine.
Simple and straight you can do it.
